A bone-in breast roasts in about an hour and a half and carves like a dream. Herb butter goes under the skin so every slice is seasoned through, and the pan drippings make a fast gravy.

Steps
Heat the oven to 325°F. Pat the turkey breast dry with paper towels and set it on a rack in a roasting pan. Pour the water into the pan.
Mash the butter with the garlic, thyme, rosemary, salt, and pepper. Loosen the skin gently and spread half the herb butter underneath; rub the rest all over the outside.
Roast about 1 hour 35 minutes, until a thermometer in the thickest part reads 160°F. Tent loosely with foil if the skin browns too fast.
Rest 20 minutes (the temperature will coast to 165°F), then carve across the grain. Skim the pan drippings for a quick gravy if you like.
Tip: Start checking the temperature at 75 minutes. Turkey breast goes from perfect to dry fast, and the thermometer is the only way to know.
